The Katsina State Government has commenced capacity-building for ministries, departments and agencies ahead of the full implementation of the Treasury Single Account from January 2026.

The Commissioner for Finance, Bello Kagara, disclosed this during a training and engagement session for permanent secretaries and chief executive officers of MDAs, describing the exercise as a key step towards strengthening transparency and accountability in public finance management.

Kagara said the training followed a directive by Governor Dikko Umaru Radda mandating the complete adoption of the TSA framework across the state.

According to him, the engagement was aimed at preparing senior administrative and accounting officers for the technical and operational requirements of the TSA system.

“We are here to engage permanent secretaries and accounting officers on the full-scale implementation of the Treasury Single Account in Katsina State, beginning from January 1, 2026,” he said.

The commissioner explained that permanent secretaries and chief executives of MDAs play a central role in supervising fund management, stressing that their cooperation was crucial to achieving the administration’s vision of a transparent and efficient financial system.

“These are critical officers handling fund administration and management in the state. This training is not about numbers alone, but about building capacity to ensure efficiency and compliance,” Kagara added.

He expressed confidence that the TSA would significantly reduce financial leakages, improve revenue generation and strengthen expenditure control across government institutions.

“The objective is to block leakages, improve revenue, control expenditure and ensure that spending aligns strictly with approved plans and programmes,” he said.

Kagara added that the policy would also enhance financial planning and ensure that public funds are deployed strictly in line with government priorities.

The Director-General of the Katsina Investment Promotion Agency, Ibrahim Tukur Jimkashi, also emphasised the importance of transparency and accountability in public finance management.

Jimkashi said the introduction of the TSA and other digital governance systems was part of the state government’s broader reform agenda to modernise public administration and strengthen fiscal discipline.

He noted that the initiative aligns with national efforts to deploy e-governance tools aimed at improving openness and eliminating leakages in the management of public funds.

According to him, the training was designed to properly induct officials who are currently operating, or will soon operate, the TSA platform and related digital systems.

The state government described the full implementation of the TSA as a major fiscal reform targeted at improving accountability, blocking revenue leakages and enhancing service delivery across Katsina State.
