The Katsina State High Court of Justice has emerged as the best-performing government agency in the implementation of the 2025 Katsina State budget, recording 100 per cent performance.

The Commissioner for Budget and Economic Development, Malik Anas, disclosed this while presenting the 2025 budget performance report in Katsina.

Anas said the Appeal Court achieved full implementation of its 2025 budget allocation, making it the highest-performing institution among ministries, departments and agencies in the state.

Providing a breakdown of the performance of MDAs, the commissioner, however, revealed that the State Audit Department recorded zero per cent performance during the period under review.

He also disclosed that the Ministry of Budget and Economic Development posted a low implementation rate of 49.99 per cent, ranking among 44 ministries with poor budget performance.

On Internally Generated Revenue for 2025, Anas said the state recorded 81.66 per cent revenue performance, generating N565.28bn within the fiscal year.

According to him, the state expended N482.81bn, representing 69.69 per cent budget performance, with N343bn invested in capital projects.

The commissioner, however, expressed concern over the state’s overdependence on federal allocations to finance its operations.

He noted that inflows from the Federation Account Allocation Committee accounted for over 87 per cent of the state’s total recurrent revenue in the 2025 budget cycle.

Anas warned that such heavy reliance exposes the state’s fiscal position to external macroeconomic and policy risks.

He emphasised the need for revenue diversification to enhance fiscal sustainability and strengthen the state’s economic resilience.
