Kano State Commissioner of Finance and Economic Development, Alhaji Ibrahim Jibril Fagge and Accountant General (AG) of the ministry, Alhaji Abdulkadir Abdussalam has promised to sustain the legacy that The Partnership to Engage, Reform and Learn (PERL) have imparted to them, adding that whatever the ministry learn would continue to disseminate the same knowledge to the other staff of the ministry.

This was disclosed by the commissioner of the ministry, presented by the permanent secretary of the ministry, Alhaji Kabiru Sa’idu and Accountant General, represented by Rabi’u Abdullahi and Jamila A. Abdullahi, Director-Treasurer, held at the commissioner’s office, Audu Bako Secretariat, recently.

“We do appreciate your efforts to the ministry and we do learn a lot of programs during your interventions.

“We believe you will leave a legacy, and we promise that whatever we learn, we will continue to disseminate the same knowledge to our staff,” said the commissioner.

Also, the accountant general commended their efforts (PERL’s efforts) by assuring them that the ministry would impact the knowledge and kind of training received from them to various ministries as the office of the accountant general participated in different kinds of training, especially in the area of Chartered account, cash policy strategy among others.

“Indeed, PERL has brought something unique to Kano State that civil servants will be proud of and practice,” he maintained.

On his part, the state leader of PERL–ARC, Malam Auwalu Hamza, has advised the ministry to establish a good team that would participate and work in various aspects within the ministry to overlook the affairs of the ministry.

Adding that forming a good team would provide incentives for staff, urging the ministry to ensure that staff were encouraged and incentivized, e, especially at this critical moment.

“We (Perl) collaborated with various states, and it will be very important for the ministry to have a drive financial management committee for the proper smooth of the ministry.

“Similarly, it is important for the state government to strategize learning where staff will improve themselves to have rapid change in various aspects.,” he suggested.

The PERL knowledge management communications and reform facilitator, Habiba Isyaku Njidda has briefed the Perl efforts in eight years and how they support the state tremendously in various sectors for proper implementations.

“Since the inception of Perl, its program has supported the Kano State Government around the state development planning and performance management and ensuring that financial management planning was handed to the Ministry of Planning and Budget.

“Specifically to the Ministry of Finance, we supported respected directors on the area of how to use some tools related to their area, train and guide others around chartered accounts, budget planning and many others.

“PERL also guided them on comprehensive cash plan and other prerequisite tools on how the state can adequately plan to ensure cash is available for the ministry’s expenditure for moving the state forward,” she stated.

Njidda has, however, informed on how Perl supported the state extensively on revenue allocation and communication strategies by training KIRS to develop a framework on cash policy.

She also highlighted that PERL achieved a lot by supporting the Kano State Ministry of Local Government by training them to participate in improving their budget performance report, among others.
