It seems, as usual, that our people do not understand the importance and blessings of establishing the Shura Council, which the Kano State Government (KNSG) has set up. In my view, its benefits to both the ruler and the people far outweigh those of the Kano State House of Assembly.
The Problem
Northern Nigeria! Whenever a good initiative comes our way, we hardly recognise its value, even though a little thought would clearly show us its merits. Our concerns are often limited to trending issues, which are mostly frivolous. Otherwise, what could be better than having scholars sit together to deliberate on matters affecting the people, advise the government, and in turn, have the government consult them and educate them about its challenges? Scholars would gain insight into governance, while the government would benefit from solutions grounded in knowledge, wisdom, and principles. What could be better than this?
The Role of Shura
Shura (consultation) is one of the pillars of governance in Islam. There is even a dedicated chapter in the Qur’an named after it (Ash-Shura). As narrated in An-Nisa’i, it is scholars and leaders who are expected to come together to find solutions to societal challenges, not merely commoners who often spread discord and promote idle chatter (Qur’an 4:83). While the public has the right to express their views, scholars and the government should ultimately assess the situation and determine the best course of action.
Currently, scholars mainly voice their concerns on pulpits, often in ways that conflict with one another, confusing. However, with a Shura Council in place, issues can be examined from diverse scholarly perspectives. When a consensus is reached, the public can have confidence that the decision represents what is best for them.
Scholars’ opinions have always been valued. Even during the eras of monarchies, kings and caliphs gave weight to the views of scholars, rarely opposing them. Any ruler who ignored their counsel risked destabilising their reign.
This is the rationale behind establishing the Houses of Assembly. However, these have become filled with politicians who merely echo government positions. Politics has now become a game of money and sycophancy towards governors and party leaders.
Having a Shura Council comprising scholars will help bridge the gap in governance advice. Combined with the input of the traditional rulers’ council, a governor would have all the tools needed to make decisions for the betterment of his people—if he chooses to act upon them.
Commendation
I commend the Governor of Kano for this excellent initiative. I do not believe there is any other achievement during his tenure that will bring greater benefit to Kano than this. May Allah reward him abundantly.
As for the scholars of Kano, the responsibility now lies with them to serve as the intellectual and moral compass of society, guiding it towards what is best in all its affairs. They now have a dedicated platform and no longer need to struggle to secure appointments with the governor. They should remain steadfast in truth, as they are known for their knowledge and wisdom. Meanwhile, people like us are closely watching their efforts.
As for us, their followers, may Allah enable us to listen to them and follow their guidance, even when it conflicts with our personal opinions, so long as it leads to progress and peace.
A Model for Others
May Allah inspire other states to emulate Kano. Indeed, Kano stands tall among Hausa cities. Young man, unless you are from Zazzau, whatever you bring, Kanawa has already surpassed you.
