The Honourable Commissioner of Planning and Budget, Kano State Ministry of Planning and Budget, Alhaji Musa Sulaiman Shanono, has commended Partnership to Engage, Reform and Learn (PERL) for their immense contributions to various key areas in the state, particularly in the area of public service reform, public financial management and citizens engagement.
Shanono made the recommendation on Tuesday during the program exit briefing, which discussed Perl’s intervention and exit plan as well as their support over the years within the ministry.
He said, ” Perl has been with the Kano state government for about eight years, and their contributions and value addition cannot be over-emphasized.
“Kano State Government is indeed proud to have associated with them (PERL), and history cannot forget them as far as development or contribution they have made in so many areas, particularly the three key areas: public service reform; public financial management and citizens engagement.
The commissioner highlighted how they immensely contributed in the area of public service reform by strengthening capacity building in the public service as the quality of any civil service determines the quality of capacity building.
Adding that the success recorded in all three key areas could never be over-emphasized, and the ministry was very grateful for that.
“If it is our wish, we should not allow the program to come to an end in Kano, but that is the nature that everything has an end. But I would like you to know that nobody wants to be associated with failure. So, your presence means success to us and the good people of Kano State,” he appreciated.
In terms of the 2024 budget, the commissioner highlighted how his ministry gave every citizen of Kano State the right to participate, as the five Emirates were also involved.
In his goodwill message, the state leader of PERL–ARC, Malam Auwalu Hamza, stated that civil servants should be productive and relevant irrespective of the position they found themselves.
He has, in a bit of encouragement, highlighted that, in the United States of America, anyone, from any part of the world could be their citizen based on his talent.
“As a civil servant do not allow to be irrelevant. Always remain relevant to the system and continue to be improved citizens in the society,” he advised.
He urged them to really be productive and take personal development seriously, for them to be able to develop themselves.
On her part, the PERL knowledge management communications and reform facilitator, Habiba Isyaku Njidda, has given an overview of the PERL program and achievements over the years, presenting a document to the Ministry of Planning and Budget, which would assist the sector tremendously.
Also, the permanent secretary of the Kano State Ministry of Planning and Budget (MoPB), Hajiya Lauratu Ado Diso, has saluted Perl for also paying attention to girl-child education in the state as one of the crucial sectors that needs more intervention at a time.
Dr. Abdussalam Muhammad Kani of Citizen Concern Group appreciated the effort of PERL to the state as they contributed immensely not only in government sector alone, but the whole state as general.
