The Kano State House of Assembly (KNHA) has called on the state government to transfer the implementation of the World Bank-supported Livestock Productivity and Resilience Support (L-PRES) Project from the Ministry of Agriculture to the Ministry of Livestock Development.
The call was made by the member representing Kano Municipal Constituency, Hon. Nabil Aliyu Daneji, through a motion presented during plenary presided over by the Speaker of the House, Rt. Hon. Jibril Ismail Falgore.
Hon. Daneji explained that the L-PRES Project is a six-year World Bank-funded initiative aimed at improving livestock productivity, commercialisation, and resilience among livestock stakeholders.
He noted that the project was initially placed under the Ministry of Agriculture before the establishment of the Ministry of Livestock Development by the state government.
According to him, transferring the project to the newly created ministry would enhance effective coordination, improve management, and ensure proper alignment with the government’s vision of transforming the livestock sector in Kano State.
Supporting the motion, the member representing Bagwai/Shanono Constituency, Hon. Dr. Ali Lawan Kiyawa, said the Ministry of Livestock Development has the institutional capacity, technical expertise, and regulatory mandate to manage livestock-related programmes.
He added that the ministry has professionals with the required knowledge to oversee areas such as animal health, pastoral development, livestock value chain expansion, and collaboration with relevant stakeholders.
Hon. Kiyawa stressed that placing the L-PRES Project under the livestock ministry would enable Kano State to implement the programme in line with global best practices and the administration’s development agenda.
Following deliberations, the House constituted a six-member committee to engage the Secretary to the State Government (SSG) on the proposed transfer of the project.
The committee is chaired by the Deputy Speaker, Rt. Hon. Muhammad Bello Butu Butu, with Deputy Clerk Nasiru Magaji as Secretary. Other members include Majority Leader, Hon. Lawan Hussaini; Minority Leader, Hon. Zakariyya Nuhu Abdullahi; Hon. Najib Yusuf Aliyu; and Hon. Ali Lawan Kiyawa.
